Quite possibly, but its more a reference to the general aura of abject stupidity out there after a generation (approx 15 years) of #dementation and #demoralisation. They are also purging entire groups of people out of the #banking system over the past year.
Mostly bitcoiners it would seem, but also people based on specific brands of #xenophobia.
