One possible explanation is that the #departentofeducation was aware of the problem and subsumed dealing with it into the "building schools for the future" of capital investment launched by #edballs towards the end of the #labour government. This was cancelled in 2010 by the incoming #conservative and #libdem coalition government. Not clear whether this was the #treasury - #georgeosborne - or the #departmentofeducation - #michaelgove advised by #dominiccummings .
