#glaciers did this. I think that's pretty neat.
Not a geology expert, but lakes like these are formed when glaciers stop, which often deposits enough moraine to form a depression. That depression will stay full if there's enough rainfall.

1. Devil's Lake State Park
Devil's Lake is popular (very popular) and I visited on the busiest weekend of the year. Devil's Lake is a great park. It is roughly 35 miles northwest of Madison and both a great place to Kyak and a great place to hike.
