The late Sultan Qaboos modernized Oman and made the communist Dhofar Rebellion pointless.
His father, Sultan Said bin Taimur, though was opposed to modernization and kept Oman backwards as all it neighbors developed. Worse, he kept Dhofar as his own personal fief.
