"Net states are defined as state-like actors existing primarily in cyberspace, with global user populations and clear online borders that possess their own political goals and strategems" (Wichowski, 2020; Harvey, 2021).

IMHO it is oversimplification to equate certain private actors to States - we'd benefit more from a model that accepts complexity among actors. Still, it's an interesting argument about some entities being clients vis-à-vis States.
