Je Sais Tout ("I Know All") was a popular monthly French Science / Fiction magazine that's probably better known for publishing the Arsène Lupin stories.

I can't find a credit for the artist, but if I come across it later in a deeper dig-dive I'll re-edit this toot to add it.
