This is in large part because news media generally report on confirmed and official statistics, rather than projected casualties. In any mass-casualty event, especially one involving a widespread natural disaster, final tabulation can take days, weeks, or months, sometimes even years. There may be no ultimate agreement on total casualties (see the 1975 Banqiao Dam disaster in China for a case in point --- estimates range across an order of magnitude from 26k (official government) to 240,000 (various independent experts).
A rule I've adopted has been to look at initial reports of some catastrophe, keep in mind that communications themselves are often disrupted, and with that in mind to look to where reports have not appeared. In a 2010 Chilean earthquake, the US supplied responders with satellite phones, as these could work in outlying regions with little or destroyed comms infrastructure:
I've noted in several earlier disasters (Hiroshima atomic bombing, HMS Sheffield attack in the Falklands War), the first immediate sign of a problem to those outside the immediate theatre was a cessation fo communications (downed telegraph lines on the railroad serving Hiroshima, no transmissions from the Sheffield.)
You'll also see similar dynamics playing out in public health crises were early understanding of an infectious or other health threat is incomplete, and for which reasonable inferences rather than empirically-based facts are actually a more useful guide.
What makes for a reasonable inference, and when to retire those inferences for observationally-verified beliefs is of course its own thorny problem, though not an utterly intractable one.
