The way I read it, #dotART is choosing to remove 'NSFW' as a blanket term from their own documentation, and to try and nurture a culture where people use more context appropriate terms.
E.g. their code of conduct has sentences such as:
«Tag sensitive content such as violence/blood, lewd content, and other potentially upsetting or triggering topics and hide them under a Content Warning»
and
«Illustrative nudity and body/anatomy studies with very visible genitalia, and titillating / erotic imagery intended for mature audiences are allowed on •ART, but only if tagged appropriately (ex. ⌗lewd, ⌗nudity, etc.) and marked as sensitive or placed under a descriptive content warning.»
This would allow people who want to exclude specific kinds of adult/context-inappropriate content in a more fine-grained way.
I do guess it would require people who'd otherwise exclude based on the nsfw tag to gradually add more hashtags, and for content that otherwise would be excluded to suddenly now appear in their feeds again, though because they still need to be accompanied by content warnings, the impact of the latter should be minimal.
I'm not sure if the change of their code of conduct prohibits the use of nsfw as hashtag, or rather just avoids it by suggesting a less exclusionary alternative.
Anyway, tldr, I don't think this is 'policing the language', but rather moving towards a better alternative.
