Russian prosecutors on Tuesday declared the independent TV station Dozhd to be an "undesirable" organisation.

Dozhd, which means "Rain" in Russian, moved from Russia to Latvia shortly after Russia's invasion of Ukraine. It later moved its offices to the Netherlands.

The channel had already been banned by Moscow, but the new designation means any staff or donors in Russia can be prosecuted.

The Dutch Media Authority granted independent Russian television broadcaster TV Rain, or Dozhd in Russian, a five-year broadcasting permit after its license was canceled in Latvia, according to a statement on the regulator's website.

The liberal-leaning TV Rain shifted to broadcasting from Latvia and other countries in July, after being forced to shut its Moscow studio following Russia's invasion of Ukraine.

#TV3 Group, which previously leased premises to the #RussianTV channel #Dozhd, will terminate the contract with the channel.

The decision was made on the basis of the violations identified by the National Council for Electronic Media and the canceled broadcasting license.

At the same time, many of the responses to this have only exacerbated things (e.g. Sindeeva's later remarks). Finding ways to navigate these tensions is extremely urgent as media-in-exile is all that is left of Russian independent journalism. Another clash (e.g. over Meduza) should be avoided.

Stressing this point does not discount the fact that Russian media-in-exile should be (more) recognisant of the concerns of the countries where they have found shelter.
