I would think one issue from a #degrowth perspective with the Citizens' Dividend approach you're describing is that it would directly create financial incentives among the entire citizenry to pursue continuing growth and profitability in the computing sector, when we actually need that sector (and many others that are quite resource / energy-intensive) to shrink considerably and close off many of the ways it currently makes profits. As I see it, your observation that it sounds a lot like "distributed #capitalism" is exactly the problem!
Whereas #UBI proposals generally call for it to be indexed to *inflation*, rather than *economic growth* either in terms of overall GDP or within a specific sector. The idea being that this will create a kind of stable floor that no one can fall below in terms of real purchasing power, without further entrenching the capitalist growth paradigm by giving more people a bigger / more direct stake in it.
This may be why you more often see UBI proposals in degrowth circles, whereas to the extent that people have even heard of this Citizens' Dividend as a distinct concept I would imagine it's more popular among more traditional socialist / left-wing tendencies. Basically, the orthodox left has traditionally been more concerned with reducing #EconomicInequality and has usually had no quarrel with growth so long as it's broadly shared and "labor receives its full product". Whereas the degrowth movement by definition considers ending economic growth to be a primary concern. So while I don't think those perspectives are necessarily incompatible, they do have different priorities that I think are relevant here.
I do understand the concern among some on the left that UBI does not directly address the problem of extreme income / wealth inequality, and I completely agree that it is a problem we need to deal with. But I would much prefer to simply and directly close off the means by which large profits are made in the first place.

The unfortunate reality is that this phenomenon extends far, far beyond boots, and is by no means limited to the pages of fiction. In our capitalist society, almost everything that's used by rich and poor alike seems to be designed to be cheaper and easier for the rich, from durable goods, to banking services, to healthcare, and beyond.
In fact, it's such a big problem (in my eyes - rich people don't think it goes far enough) that one could fill up and hour-long video (including ads) just digging into why it's so damned expensive to be poor. If only there were people who did that sort of thing.
