@d2ns making reviews an economic capital venture, instead of a cultural capital one, transfers more incentive (and burden) onto poorer field experts. For example: End stage PhD students would shoulder far more reviewing burdens because they're more economically precarious than tenured full professors.

Also, being poorer doesn't mean you can't utilize cultural capital.
But there are more types of capital than just economic. This gets into #economicsociology literature and #Bourdieu and #Zelizer. The economic utility of doing a review would differ based on external factors like how wealthy the reviewer is, but reviewing as cultural capital (volunteer work) is much more egalitarian. You can only follow new research by reading it. You can best shape the field, by critiquing new lit through blind review which assumes everyones contribution is =
