Joel Ferry. This is done so that the seat stays with the party of the resigning legislator, and instead of district-wide voters picking their rep, the party does it. In two years, if the person runs for election, they're an incumbent. It's an electoral scam and shouldn't be allowed. #utpol #utdem #utgop #electoralscams
