I don't doubt that the border exacerbates the problem, but running diesel-under-the-wires rail services is primarily a failure of investment planning.
My local station in Berkshire (UK) has 25kV electrification, but only 1 fully electric service. Everything else is operated by diesel or bi-mode trains. No borders, just stupid investment decisions. Example: the wires end 3 stations short of the terminus of an hourly service, so bi-modes have to be used.

Let's build an electric railway from somewhere near London to somewhere near Birmingham, bypassing the main population centres along the route.
We then use this line to run fast electric freight shuttles between London (and its ports) and the midlands (and onwards). This frees capacity on the West Coast Main Line for more passenger trains that carry people to real destinations. (Also reduces HGV pollution.)
