1. The new policies under the #OSTP memo will abolish #embargoes and require immediate or unembargoed #OpenAccess.
2. There are more #DiamondOA journals (no-APC OA journals) than APC-based OA journals, even if most articles pub'd by OA journals are in the APC-based variety. Not a "very small number."

Dropping #embargoes accelerates research. It helps authors and their new work reach readers faster. It helps readers find and read new work faster, and that includes readers who happen to be journalists. Once research is ready to share, artificial delays in sharing it are an artificial brake on applying and building on that research. Dropping embargoes is esp important for time-sensitive research, such as developing tests and vaccines during a pandemic.

Update. The #EuropeanCouncil just adopted the #OpenScience proposal anticipated earlier this month. No #embargoes. No #APCs. #OpenLicenses. #Nonprofit publishing. #Open #infrastructure.

There is an important discussion developing around the question of whether the authors of observing proposals for space missions should be allowed exclusive access to the data for a proprietary period. The latest NASA policy document, under paragraph VI C would seem to say no.
