I feel that MP Bill Blair and MP Mark Medicino have done a great job of explaining the rationale behind implenting the Emergencies Act against the Convoy who was occuping downtown Ottawa.

I've been trying to find the answer for a while now but I'm stumped. Can someone explain the purpose behind the #EmergencyActInquiry? Like I get that it's part of the Act itself, to examine whether or not it was warranted. But if, for example, the commissioner finds that it was not warranted, what happens? That's the part that I don't understand.
