Policy makers have gone through 3 phases in their relationship with open source : not knowing that open source even exists, knowing it exists but not speaking with people to understand it, and now speaking with people, but not the right people. This has led to a situation where new policy proposals don't represent the open source ecosystem appropriately and thus risk unintended consequences @webmink #EUOpenSource

Since the industrial revolution there are 3 principal layers: produced, workers, consumers. Consumer protection laws represents and protects consumers. Unions represent and protect workers, regulation and associated laws control industry. But open source can be considered a 4th approach, that is a vertical that cuts across all layers. Because of this, regulators have not yet correctly understood open source and how laws might negatively impact it @webmink #EUOpenSource
