But it seems like it does require iOS 17. (My iOS 16 device isn't prompting me to use its camera.)

I canāt see what #Meta gains from it except activity and if the launch of Threads is above expectation, theyāll renege on it like #Apple did #FaceTime.
I suspect this is the first step of a walk-back.
