the minimum of 7 simultaneous posts was attained meaning the ruling is binding on all participating instances.

It would give the developer/s of Mastodon too much power in general system design if newbies believe the Fediverse were equal to Mastodon. It is not. And newbies should be made to know the difference and why it is important to keep the Fediverse diverse.
