The #FediverseParty instance list specifically has a maximum of 5000 users as one of its criteria for listing (follow the word "here" near the top of the instance list and you'll get to https://codeberg.org/fediverse/fediparty/src/branch/main/ADDING-SERVER.md ) - this promotes small instances.

Discoverability depends on (among other networking) volunteers maintaining coordination sites such as fediverse.party - which is run and decided publicly with a #Codeberg git repository.

It has some strict criteria such as size (<5000 users) and privacy-friendliness (no CloudFlare allowed).

I believe there isn't any one approach that's going to satisfy everyone. People can choose based on their own criteria.
