I was beat yesterday and he almost tossed the ball back to me while I sat in a park bench.

Applying the `Rails/EnvironmentVariableAccess` rule in standard-rails to an app.
Reason for rule is to ensure env vars that are required will cause app to fail on boot when not set, rather that at some point later.
Trying out a class (that uses ActiveSupport::Configurable) to wrap any env var config used by the app, accessible like `Rails.application.config.my_app.xyz` . For required env vars use `#fetch` on ENV when setting up, thus blow up at boot time if not set.
