"It makes Orban look supportive of Ukraine, and actually has to work hard to persuade his party to follow him...It wins him sympathy and appreciation from Turkey. It wins him appreciation from Russia... It helps him look like a 'wise' leader domestically, as he is 'considering' the wider picture, eg the new risks of conflict... In short, it's a political charade".
