It's illegal to ride a bike on the sidewalk in NYC (and cops *do* confiscate bikes. And yet at the same time, Parks and DOT will do stuff like this - locking gates on car-free roads while not providing any ramps, which means the only way to get in is to ride on the sidewalk. So hostile, especially if you have a disability or are riding with kids.
