Developing countries like India wants to sleep under fossil fuel money and need financing from a developed nation. They can't do simple things like providing rooftop panels for every household to save electricity but can provide expensive free coal electricity, and high profits to corporates with expensive bills where no free electricity is provided so that they can help in winning the election.
