Can soneone explain the logic with which weather services choose preview icons for weather / day?

Like the icon for Wednesday is "mostly cloudly" but if you open the day up in the app it has 4 hours of heavy snow in the afternoon.

I bet I'm not the only one regarding those 4 hours the most important event that day?

No. No, it's not. It's fucking despair and desolation with cold temperatures and black ice. Storms like this one cause power outages (like the one we woke up to yesterday) and cause trees to fall on busy roadways at times.
