This is fantastic. They'd negotiated everything beforehand; no competitors allowed to replace the service, people must be able to spend 8 hours at destination and return the same day via high speed rail -- instead of flying.

Therefore, ‘idiocracy’ is related to an emotive aspect more than a cognitive (e.g., explicit intelligence) aspect. For example, sociopaths can be extremely cunning (manipulative). Sociopaths are idiots, but they’re not ‘dumb’.
