Not a picture of a bird from me this morning. The Globe & Mail says "The federal government’s offer of $46.2-billion in new (health) funding ... is ... not enough to buy the fundamental change that (is needed)". If I was the Premier of a province I would be using every cent to make fundamental change if only to cover myself in personal glory for generations to come. Why is it not happening? What's the problem?
