Having turned to electric from steam, Metropolitan (London Underground) needed more power.
In early 1920s these were made by Metropolitan Vickers at Trafford Park Manchester (no connection with railway company), and sent to another part of the group, Vickers in Barrow-in-Furness, to assemble into locomotives.
