Taking long exposure photos of water can be done using lots of equipment. Camera, tripod, filters to reduce light so exposure time becomes longer, cable remote trigger for the shutter etc. etc.
Or an app on a phone that you hold reasonably still for a few seconds. #photography #gearacquisitionsyndrome
