How about no guns for anyone? The constitution doesn't mention guns or firearms specifically; it says ARMS.
A crossbow is also an arm. A sword is an arm. A car is an arm; it can be used to attack and to defend and it can easily kill people. If you have access to a car or a machete, then your right to keep and bare arms is upheld.
Guns should be for the military and a very few cops that get called out to specific emergencies. Maybe some professional hunters can have them. Every idiot cop doesn't need a gun either. If a cop kills with a gun, it should also be assumed a crime until proven otherwise.
