Under the guidelines, covered works must be deposited in designated repositories (). This is compatible with publishing in OA journals (). But gold OA (with or without ) is not necessary & not sufficient.

Compliance with the policies is free of charge. If a journal charges an APC to pub an author’s fed-funded research, the fee is to pub in that particular journal, not to comply with the policy. Authors always have no-fee options.

It's worth mentioning that its not just journals that are facing walkouts. journals with business practices that don't accord with academic values should also face our academic wrath, as @gemmaderrick and @Samuelmoore mention in this article regarding our mass walkout from Publications earlier this year. timeshighereducation.com/news/

New study: "The average proportion of publications in European countries is significantly higher (39.07%) than the world average (30.16%), with a clear inclination [toward] the route (79.41%) compared to the route (52.30%). Most European research and institutions [] have required researchers to make OA available for their research findings."

New study: "While the [APC-based] gold regime seems the most natural way to achieve …a massive move towards the gold regime would generate an explosion in the amount of APC unless there are controls to limit market power…[It may also] create conflicts of interest for pubs [b/c] their income comes from authors & may alter the quality of publications. The green regime… seems an efficient way to reduce market power while expanding access."

Lopsided assumption: "For many in scholarly communications… flipping a [journal] to remains the ultimate victory."

That's true for some in . But it's not true for many others, especially if the flipped journal would charge . A growing number of us want to move away from and take better advantage of and OA. See for example the .

Now finally, let's look at the PAPERS! The journal publishes four numbers per year, with about 30 papers per issue for between 100 and 200 papers a year. This is for $800 per paper (cheap!!) so you can compute the bottom line.

Your new publishing model is interesting and I look forward to seeing what it gives.
However, my employer (11000 tenured research staff) is concerned with the rise with the publishing system and urges us to avoid APCs, setting the target in : cnrs.fr/fr/cnrsinfo/il-ny-pas-
They now admit that requires investment from them. Would institutional funding be a way towards this? If not, why?
