What is the most confusing Dashboard in the entire world and why is it the #GooglePlayDeveloperConsole?

Took me half an hour to find out how to edit my Privacy Policy (which is suddenly so out of date it warrants taking my app offline?!).

Also, does anyone use half the features on this site? Apple's #AppStoreConnect feels like it does a far better job of giving me the options that I need without overwhelming (though they are certainly not perfect).
