Not the OP but examples:

# don't spread unless the instance you're on is federated with the instance that people are using it on.

E.g. if you use #Grimble and mas.to doesn't have any users that link to grim.ble then you'll never see anyone on #Grimble.

If you want a more practical example try finding people on #Africa #Persia etc that aren't state affiliates.

That's an example but again you won't see military or police accounts here.
