This cartoon is brilliant not only in what it says upfront (Windsor? Please.), but also in the reactions it evokes from racists, who call it racist. As the artist, Guy Venables, said on twitter, the gag is the xenophobia--which is also, go figure, a huge problem in the UK and within the BRF.
