Much of the funding we are talking about goes through #NLnet which is a charity run as a #NGO last time I looked, but we are not actually talking about this rather we are talking about "thinking" which is commn to #NGO people https://en.wikipedia.org/wiki/Non-governmental_organization#Criticism thus about social groups rather than things.
