Bringing back some older article, because it’s still relevant. Even if not ideal, skipped heading (like H1 then H3) is not an accessibility failure.That being said, if you can avoid it, avoid it. Illogical heading order and non-descriptive ones are thought.

Remember not to skip heading levels (<h1>, <h2>, …). structure a document or website. They are a visual or structural guide to scan through a document quickly. Many screen reader users navigate through headings on a page. Therefore use the appropriate tags in the proper order instead of styling text visually to look like a heading.
