It was part of Stolas' Hell-given duty to study the grimoire, including the shapeshifting spell in it. The hellhounds and succubi have no such grimoire and no such duty. It makes no sense.

Moxxie is the butt monkey of Helluva Boss, and Octavia's parents barely care for her, which clearly makes her quite upset. Blitz was literally sold by his father. Stolas was forced into a (possibly, but not confirmed to be incestuous) marriage, brought onto his conscience before he even hit puberty.

Yet, beings like Alastor who weren't simply born in Hell have unwarranted amounts of power.

Ironically, in the "Hellaverse" continuity, the beings who are punished the most by existing in Hell seem to be beings like Octavia and Moxxie.
