That is my understanding of the current situation. And parliament can block a commencement order if it wishes. Although it is unlikely that the would do so the could do so by what is known as a . That is to say it can "pray against" secondary legislation - and this has indefinite effect.

The report has come out and has recommended both a 90 day suspension and denial of a . It did decide not to recommend .

There will now be a "free" - which means not whipped - vote on the recommendations on Monday 19th June.

There remains scope for further sanctions on - and indeed some of his more vocal supporters. I listed them earlier and will do so again.
