I received an email that the #HugoAward voter packet is available, but my browsers (Firefox & Safari) don't seem to want to download the .zip files. Has anyone else seen (or possibly solved) this?

This year, #HugoAward-finalist fanzines and semiprozines were told no more than seven editors could be listed on the ballot per publication.

What do you think is the appropriate limit for credited contributors per publication?

I think you are referring to what's known as the Hugo Spreadsheet of Doom which is a crowdsorced list of as many #HugoAward eligible works as possible.
It's run by the Ladybusiness fanzine.

This year, you don't enter a number to rank, you click on your first choice, then your second, etc. There's a "Reset Sort" button if you need to change it.

Not sure I like that. If I change my mind, I'll have to jot down my new rankings because the reset button removes everything.

The 2023 Hugo Award shortlist (prose fiction categories only) includes authors who were born in nine different countries: the USA, Canada, the United Kingdom, China, Japan, Mexico, Nigeria, Taiwan, and New Zealand.

It is the most international #HugoAward ballot ever.
