Main logic board is also recapped and sitting back in its case. However I noticed that there is only 16 Ohms between the 5V and ground pins, which seems a bit suspicious. None of the others have any continuity between them at all (not even the continuous 5V line)

It could be anything on a board like this, but it could also be a short. As it's the 5V only, I will probably try it once I know the PSU is working properly.

Does anyone know if this makes sense on this board though?

This has to be the most terrifying PSU to reassemble I've yet encountered. All that exposed metal everywhere!

And wow was it a pain to get that earth wire attatched again without utterly screwing it up 😟

All recapped, cleaned and ready to test but for the assembly. I will be taking my time over this one.
