Connecting immigration status with employment is an effort by the capitalist to reduce wages. As an employee without citizenship in the country of residence is legally tied to the company they work for unless released. This naturally keeps wages low while having little to no effect on overall output of the business (in other words, profit goes up).
An arrangement that unsurprisingly benefits the capitalist and not the workers.

Inevitably, the capitalist uses this difference in legal status to divide the working class even further, as their own class benefits when the workers have less solidarity.
