Apple is not just a payment processor. They provide download bandwidth, Apple IDs, and platform APIs. Their role is not trivial.
But the more convincing point for me is what Apple *doesn’t* do: they don’t bear any responsibility for making sure the IAP actually works beyond app review. They don’t make content or add features or fix bugs. The devs bear the vast majority of the responsibility. More than 70%, if you ask me.
