There are two things you might take from this chart:

a. when you push #universities into a 'market' model, unsurprisingly they prefer higher-fee paying #internationalstudents... thereby reducing capacity for UK students... was that the aim?

b. The UK #HigherEducation sector is (still) a successful export industry in effect... why wouldn't a Govt. celebrate that instead of trying to dismember it?
