Calls are mostly implemented via Jingle XEP. It worked for me in #jsxc web client and in #conversations android client.
There are third-party javascript libraries that can be implemented by developers to create a XMPP client on any website.
JSXC only requires an external #xmpp server like #openfire or #ejabberd
