Karelia is the region Finland lost to Soviet Union in the Winter War. It's been economically stuck in that post-war state since and now the rut is getting ever deeper. The article mentions early 90s - in the time between Soviet collapse and Finland joining EU, Karelian activists were trying for independence/autonomy. Could they achieve that now? Probably not, the region is thoroughly russified.

Laxman's first expedition to #Karelia took place in August 1769. He visited Svir River and Olonets. He wrote the first ever description of this part of Karelia describing the natural conditions, the state of agriculture, animal husbandry, and seasonal activities of local residents. Laxman undertook the expedition for the Economic Society and received from them instructions for reporting.
