It's plainly obvious that russia will bear the cost of rebuilding Ukraine, but it has not dawned on the #kremlin #kleptocracy yet that they've lost everything. That's why we need to move from sanctions and asset freezes to implementing (involuntary) repayment programs funded by those frozen assets. Estonia did, already.
