I can see some legitimate uses for local agencies communicating their needs to state legislators, but it certainly needs transparency and guardrails.

Also, #California needs to change how it numbers bills so they aren’t reused year to year, which seems to be gumming up, among other things, the lobbying transparency reporting. Prefixing them with the year could help, e.g. AB 23-294.
