The most effective solution is to take "10 mgms. of amphetamine sulphate by mouth one hour before" driving.

This is a completely bonkers take on driver monitoring. If anything, the more miles one has behind the wheel with a driver monitoring system, the more vigilant and strict the driver monitoring system should become to prevent the driver from defeating the monitoring.
But sure, turn off the the bare minimum of driver monitoring once a driver hits 10k miles, that makes sense.
