As of September 1 2023 "Vehicle Code § 5200 is the California statute that requires owners of motor vehicles to fasten and display license plates on their vehicles. Failure to do so is an infraction punishable by a $197.00 fine, plus court costs."

Yesterday on the road I saw a Massachusetts vanity plate that read "TRMP 24".

State RMV regulations ban plates which express "contempt, ridicule, or superiority of a race, religion, deity, ethnic heritage, gender, sexual orientation, disability, or political affiliation" and when I reported it I heard back that it was a non-violating plate. How is using state metal to promote Trump not an expression of these things?
