In a German town well known to me, two 13 year old girls beat a 14 year old girl who was severely injured and had to be taken to hospital. Several bystanders watched the incident and even filmed it. Not a single one called the police or rescue or tried to help. Apparently nothing has changed since the 80s when I was nearly killed by a 18 year old guy who beat me up while a lot of people drove by. No cellphones at that time but a telephone box was nearby.
