A2: First, as a non-radio means of confirming a QSO, paper QSLs are obsolete. Lots of fun, fun to collect, etc, but obsolete. #LOTW is the best modern way of confirming despite the #ARRL's inept operation of same.
That said, I have envelopes on file at the W5 incoming buro & have, in the past, used the outgoing buro.

Re: dues - that the BOD has only increased dues 2x in 22 years is *why* you are having $$ trouble! Inflation was low before 2020 but it was there! To become LMs, you pay 25x annual dues, so if regular dues don't keep up then the LM fee doesn't either & here we are. Adjust dues to CPI every 5 years as policy.
Anyway, no more LMs & the rest of us will have paper QST cut-off (I think?).
I note, too, that the Pres didn't mention #LOTW as a member benefit. Probably all you need to know.

Devil's advocate here but how do other organizations and entities who do business over mail deal with #accessibility issues like this?
I assume there are advances in camera based text to speech apps.
I assume the #ARRL would provide accommodations if you were to call or email (as evidenced by another reply)
It seems to me that the existing (old, legacy, costly, dumb) process was developed to achieve a specific goal and does so

For amateurs licensed by the FCC, this is actually reasonable. It confirms that the person requesting the cert for a call is actually the person who holds that call because it is mailed to the address on file w/FCC.
Since that cert is the pen that applies your signature to logs that you enter into #LOTW, this prevents fraud (fraud with extremely little gain!).
Outside the USA, I gather that it is a GIANT PITA.
Many things I dislike about LOTW, but this is not one.
@wd9ewk Definitely, though I do have some really old QSLs that have matched -- 1994 FD QSO in "1C" from Missoula, MT ... RTTY contesters have, historically, been the best uploaders and FT8 now is similar. Contesters seem hit/miss. Big stations, no problem, lesser stations ... meh.
A BUNCH of mine are #RTTY between ~2002 and 2012 or so & a smaller bunch now are #FT8. I think this is why my QSL rate is higher than many. A little higher, too, if you subtract the ~400 that will never match that I uploaded w/wrong cert because I didn't read the directions. :-)

A discovery: #LoTW is the only online QSL service that makes it technically possible to send in confirmations without having internet access at all.
That is, it accepts signed logs sent in by email, which means you can use #winlink - every other service requires using a web upload form. Getting around that would involve more tech knowledge than hams usually have.
I do wonder if this actually works, and whether the signed file remains parseable, i.e. is legal to send over the air.
After my #hamhiatus, one of the new things I've found out about is #LoTW. I only recently submitted some WSJT logs, and I have a few hits. While it's efficient, #QSL cards are still pretty nice.
@ki6bty Oh, yeah. Way down. I attribute it to not making QSOs. π I am trying to find more new ones on 10 so I can finish off #DXCC on that band before we move. Already have 15 and 20 and am qualified now on 17 but only need 2 more on 10 ... Don't believe I've got time to hit 40 and 80 (more than 50 away on 80). You doing #FT8? I find the digital modes have higher #LOTW match rates.
Anyone else experiencing a drop in LotW confirmations? It used to be if I was actively making QSOs that when I downloaded from LotW to QRZ I'd have several an hour. For the last month or more, I can go a whole day and maybe get 10.
As announced a few weeks back, I am planning to activate IN79 (Lizard Point, Cornwall, the southernmost point of mainland UK) on #hamradio #satellite this weekend. WX permitting the plan for 6 May is:
